Sandalwood protection is very easy, the forest department should promote growing by private individuals. They should not any hold on them. The individuals should be able to get all the proceeds of it. Then people will protect and grow. Our production will improve otherwise we may have to see sandalwood only in the form of old carving.
Any body wants to grow sandalwood, they can contact me for details.

Yes, but cultivation is not easy. Sandalwood is a hemiparasitic species and its propagation is not easy.

I agree with Kuttan.
Sandal trees are not like Ganja plants that their cultivation should be an administrative concern.
Governmental control is there to ensure revenues to the officials.
Let everyone be permitted and encouraged to grow sandal trees at home. This would boost household earnings also.

Why not allow private sector to do sandalwood cultivation. Allow people to have sandalwood plantations. This would create an open market and bring more sandalwood into the market which would bring the prices down to a reasonable level which when combined with effective enforcement in forests would make smuggling less worthwhile for those who indulge in it. Currently I think according to law if there is sadnalwood tree on your private property you have no rights to it. Its owned by the government which I think is simply ludicrous. So much for property rights.
